Things Your Should Know About
Camping
Our hours of operation
are from 7am to sunset for day use, and for camping you can register till
10pm on a first come, first serve bases. Check out time for camping is
2pm. If there are available
camping sites, you may check in any time after 7am.
Maximum 15 day camping
stay per month.
The camping fee is
$15.00 for one vehicle, per night. You may have a second
vehicle at a $5.00 per night fee. It is an 8 person, 2
vehicle maximum in each site. There is a reduced fee for
Disabled people (State Disabled ID required) of $13.00 per night for the
first vehicle and the Second vehicle is still $ 5.00 per
night. RULES: No Dogs/pets,
Alcohol, wood collecting- We
accept cash, check (with valid drivers license), and credit card (Visa or
Master Card. However, due to the dusty conditions here at the park, our
credit card machine does malfunction on occasion and it is recommend that
you bring a alternative method of payment just in
case.)
Our campsites have a BBQ, picnic table and fire
ring in each site. You may bring your own
wood, or buy it from us. We sell wood for $5.00 a
bag (generous size bag).
Casper’s
Park is a wilderness park and everything is protected, therefore, no wood
collecting, or pets are allowed. We do have a dump station,
restrooms with showers, but no hook ups of any kind, only community
water strategically placed around various camp
sites.
Minors (under 18 years) should be
accompanied by an adult at all times.
Exception: Youth Group Camp -
designated sponsor acceptable.

This park depends on you to help
protect wildlife, vegetation and geologic features. Please do not damage
or remove any of these features from park premises. Please also adhere to
the following park rules and guidelines for a cleaner, safer and enjoyable
experience. We appreciate your patronage.
This is a wilderness area
characterized by certain inherent dangers. These dangers may include
mountain lions, rattlesnakes, poison oak, poisonous insects, extremes in
weather and rugged terrain. Your safety cannot be guaranteed. Stay alert to potential
danger.
Trails are subject to closure for
at least 3 days after rainfall.
1.
ALCOHOLIC BEVERAGES PROHIBITED (OCCO 2-5-35)
The possession and/or
consumption of alcohol is strictly prohibited in the
park.
2.
ARREST OF TRUANTS (STATE EDUCATION CODE 48264)
A peace officer may arrest or assume temporary
custody, during school hours, of any minor subject to compulsory full time
education or to compulsory
continuation found away from his home and who is absent from school
without valid excuse within the
county, city or city and county, or school district.
3.
DOMESTIC ANIMAL (OCCO 2-5-39)
A dog, cat or other
domestic animal must be leash no longer than six (6) feet and in charge of
a person competent to restrain such animal. Animal must be
licensed.
4.
EFFECT AND ENFORCEMENT (OCCO 2-5-3)
A peace officer may
eject a violator of any section of the OCCO coving parks from the park,
beach or other facility.
5. FEES
(OCCO 2-5-16)
All persons
using camping, parking and other special facilities shall pay fees and
deposits as required.
6.
FIREARMS, WEAPONS, FIREWORKS (OCCO 2-5-37)
It is prohibited to
possess or discharge fireworks, firearms, air gun, BB gun, paint-ball gun,
slingshot, bow or arrow within park.
7.
HORSES AND LIVESTOCK (OCCO 2-5-47)
No person having
custody of a horse or other saddle or pack animal shall allow such animal
in any part of a recreational area
except upon roads or bridle trails designated for equestrian traffic. No
person shall allow his saddle or pack animal to stand unattended or improperly
tied.
8.
Hours (OCCO 2-5-15)
Persons prohibited
except authorized campers. No persons permitted during closed
hours.
9.
MANGEMENT OF RECREATIONAL AREAS (OCCO 2-5-4)
Orderly administration
and control of recreational areas within the
County of
Orange in such a way
as to achieve the maximum benefit to the
public.
10. PROTECTION OF
LANDSCAPE AND STRUCTURES (OCCO 2-5-27)
The mutilation,
through vandalism or alike, rocks, fences, building or property is
prohibited.
11. PROTECTION OF
PARK FAUNA (OCCO 2-5-38)
All
Regional
Parks and Coastal Facilities are
wilderness sanctuaries. Therefore, hunting, killing, wounding, frightening
or Capture of any wild bird,
or land animal is prohibited. It is also prohibited to catch or possess
crayfish under this section.
12. PROTECTION OF
PARK FLORA (OCCO 2-5-27)
All
Regional
Parks and Coastal Facilities are
wilderness sanctuaries. Therefore, the picking, collecting, injuring or
mutilation of any part plant
vegetation is strictly prohibited. The posting of material (handbills,
swings, hammocks) to any tree is prohibited.
13. PUBILC ADDRESS
SYSTEM (OCCO 2-5-26)
No person shall set up or operate a public
address system (PA, loudspeaker, bullhorn, etc.) without a permit and only
in
Areas designated
for such usage. Rangers shall determine the permissible amplification
levels.
14. SANITATION
(OOCO 2-5-26)
All rubbish or trash must be deposited in a
designated receptacle. Washing of clothes, eating or cooking utensils in
drink
fountains or
restrooms sinks is prohibited.
15. SKATEBOARDS,
ROLLERSKATES, ROLLERBLADES, ETC. (OCCO 2-5-30)
It is prohibited to ride or cause to roll or
coast any skateboard, roller-skates, roller-blades or any other conveyance
powered
by human power
other than a bicycle.
16. THREATS WITH
REPLICA FIREARMS (OCCO 3-2-30)
Under
this section “firearms” shall be the same meaning under State Dangerous
Weapons control law and shall include air
riffles,
pellet guns or BB guns.
17. WOOD GATHERING
AND WOODBURNING PROHIBITED (OCCO 2-5-27)
The
collecting of wood, fallen or otherwise, is strictly in the park. The
burning of woos in BBQs is therefore prohibited.
18. VEHICLE
REGULATIONS (OCCO 2-5-29)
The speed limit in the park is
10 MPH. All vehicle must park in designated areas.
19. VENDING
and COMMERCIAL SOLICITATIONS ( OOCO 2-5-19)
Things You Should Know About
Group Shelters
No
reservations are made for groups under 155 people. The grassy areas of the
park are available on a first-come, first-serve basis.
If you are having any kind of vendors coming
into the park, i.e. – moon bounce, caterers, clowns, etc. you will need to
obtain a County Property Permit before your event. You may contact the
park office or County Property Permits for an approved vendors list.

Groups cannot rope/section off any part of the
park in the first-come, first-serve areas of the park. All rope, string,
tape, etc. will be removed by the Park Staff.
Any type of loud music is prohibited in the
park. This includes any form of amplified sound, i.e. – sound systems,
live musicians, dj’s, electrical keyboards, etc. Noise levels will be
monitored to ensure the park’s best interest. Remember, the park is
supposed to be a relief from loud noises. However, Group Area 3 and Group
Area 4 may have amplified sound with written approval and a County
Property Permit. This amplified sound is ONLY for background music and
announcements.

Know About User Permits
1.
Make your check
payable to “
County of
Orange”. Sign at the * and separate the pink customer
copy. Keep it as the receipt
for your reservation check.
2.
Mail the white and
yellow copies – with your check – to O’Neill Regional Park not less than
15 calendar days prior to your camping date. Use the park P.O. Box address that
is stamped at the top of the white or pink form. You may also pay in person ahead
of time if it is convenient.
3.
When the paperwork
is received at the park office, your reservation is confirmed. Please remember that unless prior
arrangements have been made with the ranger office, you are obligated to
stick with the site(s) and population maximum numbers as stated on your
reservation form.
4.
See the rules on
the reverse side of your pink customer copy, and any enclosed
information. Have your pink
copy with you when you arrive.
5.
As the group leader,
it is your responsibility to make sure that ALL of your group knows and
observes the park rules.
Please help us to protect the wilderness and ensure a safe and
happy camping experience for your group and any other groups who may be
near your site.
